Cyprus Institute Researchers Propose Targeted Measures to Tackle Energy Poverty Featured

Energy poverty is a pressing issue across Europe, at a time when the European Union is preparing to launch the Social Climate Fund in 2026 to relieve vulnerable households and small businesses from increased energy costs. Currently, the number of applications submitted by vulnerable Cypriot households for energy upgrade grants remains low, despite the efforts of public authorities.
 
Cyprus Institute researchers Melina Moleskis, Pantelis Solomou and Theodoros Zachariadis, with the collaboration of Meltem Ikinci, a consultant at the World Bank, have published a Policy Brief, based on a longer article published in an international academic journal, with policy recommendations based on the findings of behavioural science.
 
Using the recent grant scheme "I Save I Upgrade in Residences" as an example, the researchers provide practical advice based on a critical but overlooked aspect of energy poverty: the behavioural barriers that prevent vulnerable households from applying for a grant. For policy makers, this means that fighting energy poverty needs simplifying procedures, reducing hassle and providing clear information and practical examples that directly address vulnerable households.
